  1. Start a TiDB cluster using Tiup.
  2. Run schrddl test.
  3. Kill the PD
  4. Start a PD after two minutes.

2. What did you expect to see? (Required)

No DDL is blocked.

3. What did you see instead (Required)

DDL is blocked.

4. What is your TiDB version? (Required)

master.
