tidb oom when do some chaos test during add index or import into with global sort

1、tidb_enable_dist_task='on'、open global sort
2、add index or import into
3、do some chaos test such as kill ddl owner、pd leader network delay、tidb rolling restart、pd rolling restart

add index or import into success and no oom

tidb oom
