Run ebs backup against a restored cluster by EBS snapshot backup.

2. What did you expect to see? (Required)

Backup succeeds

3. What did you see instead (Required)

Backup failed with error message "Tag (TiDBCluster-BR) is already defined in resource id vol-0cc3be874c082d04b`"

4. What is your TiDB version? (Required)
