parser: fix test_driver with RestoreStringWithoutCharset and RestoreStringWithoutDefaultCharset flag

In test_driver, parser didn't deal with RestoreStringWithoutCharset and RestoreStringWithoutDefaultCharset flags, add support for those two flags.
