statistics: improve test to make test more fast

What problem does this PR solve?

Issue Number: ref #41377

Problem Summary:

What is changed and how it works?

1. update some bazel config. set timeout as short and increase the shard_count
2. split some test cases into new folders. it can add concurrency for the test cases.
   because bezel's max concurrency is 50 in a folder.
