util: introduce sortedmap

What problem does this PR solve?

Issue Number: ref #41629

Problem Summary:
In new design of lightning local backend duplicate detection, we reply on a sorted map to detect duplicate keys.

What is changed and how it works?

Introduce SortedMap interface inside util directory, and implement the interface based on pebble.
