What problem does this PR solve?
Issue Number: close #43298
What is changed and how it works?
Make the plugin can be loaded again. The load fail for plugin may be cause by the bug of the golang. When we have some generic definition like:
The plugin cannot be loaded by tidb even they have all same dependencies and built together.
