br: update azure sdk

What problem does this PR solve?

Issue Number: close #44199

Problem Summary:
Due to the tikv updating the Azure SDK, TiDB can also update it for unified testing.

What is changed and how it works?

support these 2 new feature of Azure:

1. support access blob by SAS (shared access signatures).
2. support server side encryption scope.
