    This is used in the rpm package to allow building the libs and programs in the %build stage,
and installation separated in the %install stage

  2. pzstd: reuse already built lib and distro flags 

    * contrib/pzstd/Makefile: Use already built libzstd.a if present,
which is more efficient and avoids having to deal with distro CFLAGS.
* contrib/pzstd/test/Makefile: Likewise.  Also use distro CFLAGS
for datagen.o which avoids linker issues with -fPIC etc.
