snark splash radius #271

It looks like the splash damage is one unit less than it should be. A snark II does no splash damage, a snark III does 1 unit splash damage.

it looks to me that the comparisions > and < should be >= and <= at https://github.com/plainblack/Lacuna-Server-Open/blob/master/lib/Lacuna/Role/Ship/Arrive/DamageBuilding.pm#L162

This routing will be updated shortly, but the fix was simple enough to add and test for the 3.0902 release.
