• Convert pmd-javascript to a java8 module
• Fixes [javascript] Update Rhino library to 1.7.13 #699
• Fixes [javascript] Failing with OutOfMemoryError parsing a Javascript file #2081

This PR replaces the older #2906

Note: This introduces some incompatibility: From now on, at least Java 8 is required to analyze JavaScript code.
We did a similar upgrade with VisualForce in 6.30.0.

• Added unit tests for fixed bug/feature
• Passing all unit tests
• Complete build ./mvnw clean verify passes (checked automatically by github actions)
• Added (in-code) documentation (if needed)
