  1. Add POCO_PGSQL_{INCLUDE,LIB} variables 

    Add POCO_PGSQL_{INCLUDE,LIB} variables to avoid the following build
failure when cross-compiling with buildroot:

arm-linux-g++: ERROR: unsafe header/library path used in cross-compilation: '-L/usr/lib/postgresql'
