Enhance Color Picker to allow hex, rgb or rgba submitted via Slack by jimtrue

Ideally, change the color picker to also allow transparency, as an example:

Also, possibly give the ability to lock it down to just the color palette portion of the color picker as well.

Is there an update on allowing rgba for the color picker? Wondering why it was closed last year. Thanks! :)

@zackpyle If you notice, that was closed for 'Need Votes', Add a thumbs up to the original request to add your vote to this feature. We closed pretty much all enhancement or feature requests and shifted them to 'Need Votes' so we could get an idea of what our folks are actually wanting us to focus on.

At present for 2.8, all of the fields are being revisited in React, so this might be a moot point when @pglewis gets to that field if he finds one that offers the full flexibility, great :)
