Add Fedora CoreOS Config version v1.1.0 support #63

  • Accept Fedora CoreOS Config (FCC) version v1.1.0 inputs and render Ignition v3.1.0 format
  • Continue to accept FCC v1.0.0 inputs and render Ignition v3.0.0 format
  • Support merging FCC snippets with either v1.1.0 or v1.0.0 versions. FCC content/snippets in a merge must use matching versions. Version skew among snippets is not supported
