IPC Temporal domains

I think we may get to the point of adding the temporal domains to api.planning.domains this term (RDDL is up first). Want to take lead on the repo-side of the initiative, @nergmada ?

I'd love to help, but unfortunately I'm working full time now and trying to focus on getting my thesis across the line.

I was more offering this just as I have a copy because the current icaps link is dead
