RegulationRates come in two flavors - fast-response and slow-response. This distinction is not currently used, and there are no well-defined plans for using it. In the meantime, broker developers are confused by it, and are issuing regulation rates that are being rejected because they specify fast-response. We should just ignore this field until we have a use for it.

For now, the response field is simply ignored when processing tariffs with RegulationRates.
