Many states in WCCC want Dryland and Irrigated planting windows.
Some states want to demonstrate that irrigated planting windows are recommended with green color and dryland planting windows are always risky with yellow color.
This is related to but distinct from #414 in which users from Colorado needs to visualize their personally allocated irrigation windows by the state versus other states who don't have irrigation window restrictions, but instead recommended planting window for irrigated versus dryland.

@Adamws33 we want to add a radio button for irrigation with values of yes and no to the site conditions page. this property will be used to determine which planting window to extract from the crops api endpoint. there will be 2 windows, one for irrigated and one for non irrigated
@julietnpn after reading this issue again, i'm wondering if my above comment is correct? should we just display both irrigated and non irrigated windows with the different colors you described regardless of whether the user says they are irrigating or not?
