Update the version of the gem in development_dependency. #68

We updated the version of gem in development_dependency.

It is not that you need to upgrade right now, but we recommend version updating due to the following reasons.
First, By upgrading to the new version, you can avoid stepping on bugs in older versions during development.
Second, if there are new or deprecated features in the new version, you will be able to use or notice them immediately during development.

What bugs? What new features? Considering these are development dependencies, I'm not sure it's worth upgrading them 🤷‍♂️
