Fixes for the CHERI extension on the in-order pipeline (23.03-I), optimizations and bug fixes on the out-of-order pipeline (23.03-O), basic FPGA synthesis instructions.

This is the first release with support for both the in-order (23.02-I) and the out-of-order pipeline designs (23.02-O).
It also introduces the official RISC-V architecture ID (32), a branch target predictor, and other minor improvements.
