With the release of v0.11.1. This PR tracks to the progress to align Prysm to v.0.11.1. v0.11.1 a multi client testnet target!

Beacon chain

Avoid divide by zero in extreme balance case (avoid div by zero in extreme balance case ethereum/consensus-specs#1664)
Attestation reward summation bug (Attestation reward bug ethereum/consensus-specs#1682)

Validator

Do not require non-aggregators to subscribe to attestation subnets (Do not require non-aggregators to subscribe to attnets ethereum/consensus-specs#1685)
Minor fixes -- typos, formatting, etc (Normalize attestation signature getter name ethereum/consensus-specs#1671)
