lots of people dont get notified because note tags were added after posting, either by author or by first readers.

  • 5 (or 20) minute delay on sending the emails?
  • or, record who's gotten a notification for a given node?
    • with Notification table, with uid, nid, timestamp, reason (tid/uid/nid)
  • we could get better at suggesting tags, perhaps based on content
  • option for daily digests: could solve this with hourly digests? Possible steps for solution in Weekly/ Monthly digest for publiclab.org #1119
