This will enable us to try new algorithms, like ones which will solve #1341.

Implementation Details

We don't have FlipFlop, so we might have to use some sort of config to enable/disable this?

update solr configs as in [ORANGELIGHT] Adding a new example requestHandler for algorithm switching pul_solr#375 and Refactors the requestHandlers to utilize init params pul_solr#377
add backend Add a search builder that allows use of a new request handler orangelight#3819
add UI Add search algorithm dropdown orangelight#3827

As an example, boost results with the online facet.
