pulp_common : Gather package facts fails with a message like "no package manager found" under the following circumstances:

  1. You are running pulp_installer against a minimal debian-11 container without python3-apt installed yet.
  2. You are running pulp_common (e.g., pulp_api) against it, leaving the database and redis on another host.
