Part of #325 by @uecasm

Effect adorner gets clipped at the window edges; this appears to have been previously solved for the Drag adorner (#69), so perhaps that existing solution just needs to be applied to both?

(GH-330) Fix for: Effect adorner gets clipped at the window edges

The position of the Effect adorner will now be recalculated so that it be always visible inside the main root element.
