This fixes the mechanism for composing custom colors in iemguis as reported in #1828.
When trying to create a custom color in the iemgui properties, Pd-0.53-0 returns an error (confirmed for MacOS and Win10), which is solved here by the changed tcl line as discussed in the issue.
This PR is to be merged into develop branch.
