Ideas which Need Proposals

I wanted to tidy up the issue tracker a bit, so I'm moving some issues here. These are ideas which we will consider accepting PRs for, but which will need some non-trivial amount of research and planning:

• Template PureScript (Template PureScript #140)
• Optimize saturated function applications (Optimize saturated function applications #333)
• Default superclass instances (Default superclass instances #361)
• Evaluation order polymorphism (Evaluation order polymorphism #1445)
• Pattern Synonyms (Pattern Synonyms #1667)
• Modular typeclasses (Modular typeclasses #1886)
• Instance chains (Instance chains #2315)
• Rewrite rules (Rewrite rules #660)
• Applicative Do (Desugar do-notation into Applicative operations (ApplicativeDo) #2435)

I'm happy to reopen any of these issues later if someone wants to come up with a concrete proposal, but for now I'd prefer to compress the issue list a bit.
