Appveyor builds. Fixes Sphinx/symlink on 2.7. Make all test pass on Windows and Linux. Fixes named temporary file use on Windows. Fixes failures when tailer is not available and a failure occurs. fixes pybuilder#546, pybuilder#554, pybuilder#494, pybuilder#414, pybuilder#394, pybuilder#395
