I realized that our icon links template was being inserted even if there were no icon links specified in the theme. This is because the component wasn't using the typical check for whether it had any content to insert before creating the parent wrapper. So this PR just refactors the logic to have a single list of icon links, and the parent <ul> wrapper is only inserted if the icon_links list is not empty. I also added a test to make sure that the icon links wrapper is being removed when icon_links is empty.

Oops I forgot to update the regression tests that incorrectly had the empty <ul> in it that this pr fixes. I won't be at a computer in a while so if somebody wants to push a fix go for it, otherwise I'll update the tests when I'm at a computer

just fixed the missing regression test and merged from main, so will merge now!
