Partially flesh out the binary extensions guide #1187

I blame @rossbar for nerd-sniping me by mentioning this guide's state of incompleteness in a Discord that we're both in.

I'm not gonna take this over the line, but this is intended to be a nudge toward helping it be closer to complete. :)

This makes the bullet points into proper headings and fleshes out the
section on the stable ABI.
This also mentions the use-case for the stable ABI for reducing the
wheel compatibility matrix sizes.
This converts the items from the existing FIXME that are still relevant
while fleshing out the topic of binary-only releases.

@pypa/packaging-user-guide-editors Do you reckon this is OK to merge even though it's incomplete? The current page is also empty but this fleshes out the structure and adds some relevant content.
