I've got the error with pip installed using apt.
I've got no errors with one installed using get-pip.py.

If you only have this issue with Ubuntu/Debian pip, and not with the one from https://bootstrap.pypa.io/get-pip.py, it means it is an issue with their patching/devendoring and you'll have to report it to them.
