allow pip to install mac wheels from pypi #1278

sames as #1277 but with updates to docs and comments, and little bit of restructure in the surrounding code block.

in talking with Donald, the concern is that non-standard mac people using macports or homebrew, would end up needing to use a --no-use-wheel (if we also made --use-wheel the default in 1.5)
