this is part 2 of a breakup of pull request #511
full plan is here: https://gist.github.com/2822510

part 2:

  • dedicated --user test module since there are a significant number of (and will be more) --user related tests
  • use system_site_packages option for reset_env (instead of each test having to remove 'no-global-site-packages.txt')
  • isolate a redundant SkipTest check in setup()
