Running python setup.py test fails with the following error with 8.3:

error: [Errno 2] No such file or directory: '/build/python-setuptools/src/setuptools-8.3/pkg_resources/tests/api_tests.txt'

8.2.1 works fine.

I apologize. I moved the file, but I didn't update MANIFEST.in to ensure it was included in the sdist. It should now be included in 9.0.1.
