Update copyright year to 2019

In conf.py, we should update the line

copyright = "2018, Donald Stufft and individual contributors"

to

copyright = "2019, Donald Stufft and individual contributors"

so that the footer on https://twine.readthedocs.io/ has the correct copyright year.
