Swap out the current implementation for the new .yml style.

If we decide to go forward with this, I'd try to make that pysal/.github repo and do it there. If I understand it correctly, it applies templates to all repos within the org.

I'd like to revisit this in the near future. Will @sjsrey have to be the one to initialize the pysal/.github repo for trying this?

Probably? Or someone else with rights to create a repository.
