This PR attempts to speed up CI by running tests on multiple cores with pytest-xdist. Locally I am seeing test runtime decrease from ~100 seconds to ~33 seconds.

Utilizing multicores reduces overall runtime to just over 8 minutes where 6.5/8 minutes is spent setting up the Windows environment. Big Win.
