Added requirements files for testing and running the module.
Moved the setup details to the configuration file.
Updated .travis.yml to use the requirements files where appropriate.
Added line to install testing requirements.
Updated author email to pysat developer email.
TST: support user / password info in unit tests

Travis CI failing due to recent fixes pushed to develop. Merge them into this branch to enable testing.
