Is your feature request related to a problem? Please describe.
To read in cloud flags for AVHRR EPS we are using an outdated fork of satpy since quite some time. Is this something you are interested in merging upstream? I attached/will attach a pull request with the adaptions we are using.

We are using this without any problems since a long time.
