Unlike #999 I think this is a good safe merge. It seems pre-commit-ci needs to be manually updated for changes to the major version but will handle itself once we've done that.

@pc494 I think its just slower in general (see hyperspy/rosettasciio#221) but as long as we use one or the other it shouldn't be an issue.
