What is the problem
In Torrent Queuing there are three settings, "Maximum active downloads", "Maximum active uploads" and "Maximum active torrents". Beneath this is a sub-section checkbox labeled "Do not count slow torrents in these limits". The placement of the slow torrent box means that its label is wrong, as it does not override all the limits above it.
Steps to reproduce
Set active downloads to 1
Set active uploads to 1
Set active torrents to 1
Queue two torrents, the first of which has no seeds or peers
What is the expected behavior
The second torrent will move from queued to downloading (or stalled) after 60 seconds of inactivity on the first
What is the current behavior
The second torrent never leaves queued status
Extra info(if any)
This is not a technical issue, it is a UI issue. The placement of the setting is wrong. In its current placement "these limits" refers to upload, download and torrents, which is incorrect as it does not override the active torrents setting. Active torrents should be placed below the slow torrents section. An example UI layout is shown below.

This issue has been closed and locked for being too old, and thus either most likely resolved in recent versions or no longer applicable.
If you experience the reported problem or similar in the latest version, please open a new issue report with the requested information in the issue template.
A new issue report with relevant updated data gathered from the latest version is preferable to necroing an old report with a comment like "still happens in version x.y.z", even if you think the bug is the same, or suspect of a regression.
Due to the changes made to the qBittorrent code and its dependencies over time, the exact cause of your problem could be totally different than the original one, despite the visible symptoms of the bug being similar.
Thus, providing relevant updated information is crucial to find and fix the root cause of a recurrent problem or regression.
