Options dialog stretched out too much v3.1.5

Hi,

After I installed v3.1.5 and went to options the dialog was stretched out too much. I thought I couldn't bring it back to its normal size but saw that its stretchable and its fixed now. This can be confusing for others that starts qBittorrent for the first time.

What happens if you delete lines starting with State\ from [Preferences] section of %appdata%\qbittorrent\qBittorrent.ini file

Also, the left sidepane should be locked down and the users shouldn't be able to resize it horizontally.

I saw this just after update to 3.1.5, with all my settings lost. Today my setting are lost again (dunno why), and again settings window is distorted.
Win XP sp3.
