The thickness of the line in 'line decoration' and 'simple line' symbols are not rendered in the same way #16377

If a transform exception occurred while rendering a symbol then the QgsSymbolRenderContext cleanup code was never called, leading to a double delete and crash. Fixes qgis#16377, qgis#15345, and numerous other crashes seen "in the wild" Possibly refs qgis#16385 (cherry-picked from fefa572)

In current master branch if I define the same thickness (Pen width) for line decoration
and symbol line they are rendering in different way both preview and map canvas.
I have noticed this using the TopoViewer plugin.
I attached two images, before and after of merging the branch.
