GetFeatureInfo with INFO_FORMAT=text/html should only send HTML maptip content when enabled #20601

This is the processing side of the duplicate layer names bug, while the core part was already fixed, the processing logic was extended to handle inputs from models and full-path references. Fixes qgis#20601
With #55823 there's now a parameter to use only the maptip for HTML feature info response. Issue can be closed now. |

GetFeatureInfo requests with INFO_FORMAT=text/html and INFO_FORMAT=text/xml send the same content, only the format is different.
I think when HTML maptip content is defined, we should only get it in GetFeatureInfo response without other attributes.
Also the XML GetFeatureInfo response should not include the maptip?
