After update to QGIS 3.10 raster file (GeoTIFF, GPKG origin projection: WGS 84) not shown in project-Projection WGS 84 / Pseudo Mercator ESPG 3857.
eg: global GeoTiff from https://www.ngdc.noaa.gov/mgg/global/

Check my new resolved issue 3309, base maps not showing up in a pre-existing project after an upgrade from 3.64 to 3.11 to see if it's related.

As the latest 3.4 now ships with PROJ6 it means that also the latest release of LTR is affected on Windows. This is bad. This issue should have been fixed in time for today's new point release.

Is it confirmed that the issue lies solely within QGIS and not PROJ?

Currently with PROJ 6 transformCoords() will raise an exception as soon
as a single point fails to transform. With PROJ < 6, this (generally)
did not occur. Exceptions were raised only (mostly) on failures on
single point.
