Atlas Export as GeoPdf doesn't create selectable layers in pdf #34024

Hi,

I and some more colleagues have noticed that in the last QGIS release there is a problem with the export of Atlas as GeoPDFs.

While the export of a simple layout or of a single page of the Atlas as Pdf create a GeoPdf with layers that are possible to select or hide (using the Menu Layout - Export as Pdf...), then the export as GeoPdf of the complete atlas (using the Menu Atlas - Export Atlas as PDF...) ) create a pdf file that doesn't contain any layer.

You can find attached a small project that I have used to check the issue and two pdf created with the two different ways to show the difference of output and all the QGIS Version Info.

@nyalldawson from what I recall the geopdf option was set in the export dialog but when it comes to atlas export is uses the atlas export options. If that did not change, was there a way to set that in that tab? (haven't tested that yet)

I just have tested on OSGeo4W64 win 10 QGIS 3.10.2-2.
The geopdf is correctly exported when the box "single file export when possible" is unchecked.

@ValPinnaSardinia did you intend to create a multipage pdf or many single pages. I thought it was the latter but if its the former I would assume that geopdf is not supported for multipage document.

@lejedi76 I tried your solution and it works also for me. However, it is an alternative solution that doesn't solve the issue when you are trying to export the Atlas as multipage geoPDF. @roya0045 If the multipage geoPDF is not supported it must be explicit or at least disclosed.

Also, when I combined all the pages in a single pdf the layer manager works page for page and not for all the document.

Instead show a warning the GeoPDF exports are only available when
the "export as single file" options is turned off.

Fixes qgis#34024
