As you can see in the following screenshot, the option is available in the layer styling panel but not in the layer properties dialog
open a raster layer properties dialog, transparency tab and compare what it provides vs the same tab in the styling panel
QGIS 3.21 9ce295e but I think it has never been implemented in this dialog

What is the bug or the crash?
