QGIS is very difficult to install on Windows if the user does not have admin rights. This is a problem a lot of (frustrated) users have run into and attempted various workarounds for (eg. issue 1, issue 2, stack exchange, gist, reddit). Scoop is a widely used package manager for portable apps (not requiring admin rights) for Windows. All that is required to get QGIS on scoop is to create a powershell script and then push this to scoop. This would have the additional benefit of allowing for easy updating to new versions of QGIS even on machines where users do have admin rights.
