Instead open them externally. Fixes clicking on the path link within metadata tries to open layer files instead the text widget instead of showing them in the desktop file browser.

@nyalldawson , great job. Just tested the PR, all good. IMHO, ready to merge. For the record: Great to see the preview feature return to QGIS, it was a UI regression in QGIS 3. |

This re-adds into the inbuilt browser dock panel layer properties widget the ability to see a preview render for a layer. It's a handy feature which we lost when the standalone browser was dropped.
Also includes some browser item properties bug fixes which will need backporting to 3.4.
