run a simple quarkus app in Intellij, and get below error:
Failed to execute goal io.quarkus.platform:quarkus-maven-plugin:3.1.2.Final:dev (default-cli) on project rest-api: Detected Maven Version (3.8.1) is not supported, it must be in [3.8.2,).

my case I had to update .mvn/wrapper/maven-wrapper.properties (basically just replaced to 3.8.2)
distributionUrl=https://repo.maven.apache.org/maven2/org/apache/maven/apache-maven/3.8.2/apache-maven-3.8.2-bin.zip
worked fine after this change.

Another approach to resolve if you're using IntelliJ

1. Search Everywhere > Edit Configurations...
2. Environment > General Tab
3. Deselect Use Project Settings
4. Set Maven home path: Use Maven Wrapper

Maven 3.8.2 is the minimum required version to run Quarkus 3.0 as per the Migration Guide 3.0.
