Enable Oracle DB container images for testing, normalize build properties

Switched to a new freely available container image of the Oracle DB

Also this allows us to now enable these tests as part of regular CI builds: adapted the build properties to conform to the standard ones we use, and amended insntructions.

Looks like we have a problem specific to the CI's timezone in native-image, I'll have a look.

I think the next step would be to have DevServices for Oracle now that we have proper container image. I can have a look if you want, I just worked on something related recently. Let me know.
